    but we had a means-tested system back in the 1920/30 that’s why the welfare system was set up in the first place or am I missing something.

    Yes, but don’t forget Hansard reference of 10/12/13: “we know them as stock”. Or the reference (I kid you not) in the DWP Delivery Plan to using credit reference agency data to “cleanse the stock of fraud and error”.
