Was there an exemption to the bedroom tax if you had lived there a certain length of time?
As this looks like a council property, is it fully insulated and fuel efficient?
Is he on the cheapest gas and electricity tariff?
Is someone helping him appeal the ATOS decision?
Is he getting all the benefits he is entitled to?
Does he have any other family who can help him?

Fuel banks are only for those with pre payment meters, and they include the working poor unable to afford to heat and eat.
