Backlog of 700,000 for ESA Claims

It’s clear that the DWP is NEVER going to clear that backlog.
However, failure to process these claims would be maladministration.
In fact, delaying these claims is probably maladministration as well. Is it?
If so, then the DWP should be up the creek no matter which way it’s sailing.
