Distortion With Prejudice: Will we ever get FACTS from the Department for Work and Pensions – or just more spin and spiel?

Problems in interpreting the DWP’s August 27 release of mortality statistics for claimants of incapacity benefit may be due to the government department’s failure to record its information in any reasonable manner, according to the Information Commission.

A solicitor for the Information Commissioner’s Office said this could be the case in response to concerns raised by Yr Obdt Srvt about the fudged statistics the DWP offered in response to my Freedom of Information request, sent on May 28 last year.

The comment raises serious concerns about the usefulness of the Freedom of Information Act, as it implies that any public authorities could discharge its duties by recording nonsense and publishing it as fact.

In her email, the solicitor (who will go unnamed to prevent embarrassment) wrote: “The [FOI] Act is only concerned with recorded information and not whether the information which is recorded is accurate, logical or consistent with other information.

“Where any recorded information appears to be inaccurate, illogical or inconsistent with other published information, it may be desirable for a public authority to provide an explanatory not to accompany the disclosure but neither the Act nor the material decision notice compel the DWP to provide such accompanying explanation.”

In other words, anything that has been published by the Department for Work and Pensions – regarding this or any other statistical information – may be untrue.

A prime example of this is in the DWP’s claims regarding the total number of deaths in its document Mortality Statistics: Employment and Support Allowance, Incapacity Benefit and Severe Disablement Allowance’, in which death figures per year for 2009-2013 are provided for the total incapacity benefits population but also separately for the ESA and IB/SDA populations. If the separate totals are added together, than the sum is greater – every year – than the number claimed for the population as a whole.

This writer does not accept that any benefit claimant can die twice.

BBC manipulation of the Scotland debate continues – have they no shame?

Ofcom is the TV regulator. Its website says you should make complaints about bias to the BBC Trust – which seems odd. Why would a biased BBC Trust do anything about such complaints? So here’s the link to Ofcom’s complaint form: https://stakeholders.ofcom.org.uk/tell-us/specific-programme-epg

Complaints to the BBC Trust merely go through the ordinary BBC complaints addresses/numbers.

You should also write to your MP. All things considered – apart from holding mass demonstrations outside BBC offices, it might be the only way to get your complaint heard.

Additional: VP has been contacted by a commenter, pointing out that the Big Debate took place last Thursday (September 11) – the same day Robinson manipulated his report. While it is true that there was no date on the tweet or the meme that appeared with it today, so it was impossible for Yr Obdt Srvt to have known this, it makes no material difference to the article as it is still an example of the BBC’s shameless manipulation of the debate.

If BBC News was a barrel of apples, would Nick Robinson really be the rotten one that spoiled the whole bushel?

When TV licence-fee payers take to the streets in protest against BBC news coverage, you know there’s something rotten in New Broadcasting House.

The Corporation’s political editor, Nick Robinson, is apparently responsible for kicking up the stink – by broadcasting a misleading report about SNP leader Alex Salmond. Robinson claimed Salmond failed to answer a question during a news conference but footage has emerged on the Internet providing no less than seven minutes of proof to the contrary.

Did you notice the word “apparently” in the immediately preceding paragraph? It is there for a very good reason.

There is no doubt that Robinson knowingly misled the viewing public by making a false claim about Alex Salmond. The SNP leader definitely answered his question as this Pride’s Purge article makes clear. It is surprising that, after multiple debunkings of the mainstream media by their social media counterparts, organisations like the BBC still think they can get away with this kind of behaviour.

The operative question is, why did Robinson ignore what Salmond said? Was it not what he wanted to hear? Was the reference to information that should not have been divulged to the BBC too sensitive for the Corporation to allow onto our screens? Or was there a more deep-seated political agenda?

Frequent Vox Political commenter Jeffrey Davies reckons that Robinson’s report is a breach of the Trades Descriptions Act 1968.

In his comment, he says he bought his licence in the belief that the BBC would follow its Charter and Agreement (Section 3: Accuracy, Principles) commits it to fair, unbiased coverage:

“The BBC must not knowingly and materially mislead its audiences. We should not distort known facts, present invented material as fact or otherwise undermine our audiences’ trust in our content.”

Regarding the Salmond incident, he said it breaches Article 44 of the BBC Trust Charter Agreement, which states: “(1) The BBC must do all it can to ensure that controversial subjects are treated with due accuracy and impartiality in all relevant output.”

He is right, and it is right that Robinson should pay for what he has tried to do.

But what about Fran Unsworth, deputy director of BBC news and current affairs; Mary Hockaday, head of newsroom; and Gavin Allen, news editor, BBC News? According to Private Eye (issue 1369, 27 June – 10 July 2014, p12), “all vie for control of the [New Broadcasting House] newsroom and the historic task of ‘driving the news agenda’.” If that is correct, which of them carries the responsibility for this cock-up?

Come to that, what about Keith Blackmore, managing editor of news and current affairs; Jonathan Munro, head of newsgathering; and their boss James Harding, the director of news? Did they have a hand in this balls-up?

Or did the rot emanate from the new chair of the BBC Trust, Rona Fairhead – who only took up her position last Tuesday (September 9)? What’s her involvement in this cock-and-ball story?

Why mention these directorial types when a news report is the responsibility of the person making it? Simple.

Most – if not all – of these distinguished personnel are also distinguished Conservatives, and it is known that the Conservative Party supports the ‘No’ camp in the referendum campaign.

Robinson is also a dyed-in-the-wool Conservative, as the following (again from Pride’s Purge) makes clear:

Therefore we must ask whether any or all of them agreed to ‘slant’ BBC reporting in favour of the ‘No’ camp in an effort to influence voters on behalf of their Tory masters.

We should demand their suspension while an impartial investigation takes place – followed by their resignation if they are found to have any responsibility in this matter.

Do you think that is overstating the matter?

Then perhaps some other matters should also be taken into consideration, including the privatisation of the National Health Service, the Transatlantic Trade and Investment Partnership, and the abuse of sick and disabled people by the Department for Work and Pensions – all of which are considered to have enjoyed either biased reporting or have been ignored altogether by lovable, licence-fee-funded Auntie.

Trench poetry collection cements comics’ dedication to WW1 authenticity

Michael Gove won’t like what follows.

But then, he probably thinks that comics are a waste of everybody’s time; children should be too busy reciting their times tables and adults should be sweating on the fracking site or slaving at the workfarehouse. Right?

Too bad. Following on from yesterday’s Beastrabban article about the forthcoming graphic story collection To End All Wars, I got in touch with top writer Pat Mills, and he told me about a couple more World War One-related comics projects that are likely to have Mr Gove boiling in his propaganda pit.

That’s not all. Pat Mills told me of another project that could leave Mr Gove frothing with jingoistic fury.

The Beast mentioned in his article yesterday that Mr Mills produced, with the late Joe Colquhoun providing the art, what’s been hailed as probably the best British war comic ever: Charley’s War. This meticulously-researched, dedicatedly pacifist story ran from 1979 to 1985 in the British weekly Battle and has now been adapted into a series of collections from Titan Books.

Now, the writer has a new project – “in Charley’s War genre” – entitled Brothers in Arms. Illustrated by his Above the Dreamless Dead collaborator David Hitchcock, the piece is currently in search of a publisher. Let’s hope we don’t have to wait too long for it to find a home.

Comics. They might be fun for kids – but they’ll also teach Michael Gove not to mess with history.

Government responds to the e-petition against corruption

What interesting timing.

The government has a duty to make some kind of response if an e-petition on its website passes 10,000 signatures. My own e-petition – ‘Ban MPs from voting on matters in which they have a financial interest’ – passed that point several weeks ago, but it is only now – right before Christmas, when people have many other matters on their minds – that it has been graced with a response.

And what a weak response it is!

The petition calls on the government to legislate against MPs speaking or voting in debates on matters which could lead to them, companies connected with them or donors to their political party gaining money.

The response runs as follows: “The participation of Members of Parliament in debates and votes are a matter for the rules of each House rather than for legislation.” How interesting. Every other level of government has legislation covering this – look at the Local Government Act 1972. What makes Parliament so special?

“The rules are based upon the principle of transparency: the registration and the declaration of any financial interests. In the House of Commons, the Code of Conduct requires Members to fulfil the requirements of the House relating to the registration of interests in the Register of Members’ Financial Interests and to be open in drawing attention to any financial interest in proceedings of the House. The application of these rules are explained in The Guide to the Rules relating to the Conduct of Members.” This raises the question: Why were these rules not applied so that, for example, Andrew Lansley could not speak on his own Health and Social Care Bill because he had received £21,000 of support from the private health company Care UK? Clearly he was in breach of the rules, and it is just as clear that no action was taken. This demonstrates the need for robust enforcement – with a criminal penalty for transgressors.

Similar rules apply in the House of Lords. These make clear that it is for Peers themselves to declare a financial interest if a reasonable person might think that their actions could be influenced by a relevant interest.

“In both Houses the respective Registers of Interests are publically available and updated regularly.” How often are they checked for accuracy?

Now we come to the meat: It would not be practicable to prevent Members speaking or voting in debates on legislation which could financially benefit any commercial operation in which they have a financial interest or which has made donations to themselves of their party. A significant number of legislative provisions in any year may have beneficial financial implications for all or most commercial operations. The requirement proposed would impose a duty on all Members to ascertain whether a general legislative provision might be of financial benefit to particular operations in which they had an interest. There are questions as to how such a complex requirement could be policed effectively and what sanctions would apply.”

This is bunkum. There is a huge difference between legislation that is designed to help all businesses and that which is designed to improve the profitability of a particular sector – such as the healthcare sector inhabited by Care UK, in the case of Mr Lansley that I have already mentioned.

Is a particular commercial sector, or an individual company, likely to benefit from legislation? If so, have any MPs taken money from that company, or one within that sector? Have such firms contributed to the funds of the party bringing that legislation forward? If the second condition is met, then that Member should not be allowed to speak; if the third condition is met, then this is corrupt legislation and should not be allowed before Parliament. It really is that simple. How many MPs or Peers have an interest in fracking?

In fact, considering their enormous salaries, why are MPs allowed to have any other financial interests at all?

“The rules of the House of Commons already prohibit paid advocacy, so Members cannot advocate measures which are for the exclusive benefit of a body from which they receive a financial benefit.” Then why was Lansley allowed to bring forward a bill that promised to benefit Care UK?

“In other cases, where legislation or debate affects a body from which a Member receives a financial benefit, that interest must be properly registered and declared.” How often is that checked?

“In relation to political donations and election expenditure, the Government is committed to further improving transparency and accountability, so as to prevent a situation where opaque and unaccountable groups spend large sums of money attempting to influence the political system. Measures to achieve this objective are included in the Transparency of Lobbying, Non-party Campaigning and Trade Union Administration Bill which is currently before the Parliament.” This is a Bill that has been pilloried as an example of the poorest legislation ever put before a British legislative body – it is not a good example to use in defence of a corrupt system.

That is the government’s point of view – for all that it is worth. I think we owe it to the people of the UK to respond – so let us lay this open to anybody who has an opinion.
