Low pay at Border Force creates ‘breeding ground’ for corruption, watchdog says | Civil Service World

This is interesting: not only is low pay bad for physical and mental health, but it also breeds corruption:

Aprobe into Border Force’s ability to identify and respond to corruption among its own staff has found work is hampered by “confused” civil service leadership structures, while poor pay and a lack of engagement are acting as a “breeding ground” for criminal behaviour.

Independent Chief Inspector of Borders and Immigration David Neal’s investigation into so-called “insider threat” focused on the risk that an “unscrupulous minority” of Border Force staff will abuse their access to data, property, and contraband to commit criminal acts.

The investigation was conducted between January and March and its findings were presented to home secretary Suella Braverman at the end of May, however Neal’s report was only published yesterday – and in redacted form.

So it seems that, deprived of a way to profit from their actual job, Border Force employees consider it acceptable to abuse the privileges of their work in order to make cash on the side.

And the corruption doesn’t end there: not only has publication of the report on this criminal activity been delayed for more than three months, but when it was finally published, some information was left out.

What’s the matter, Suella Braverman? Are the facts simply embarrassing for you – or damning about you?

Are the Tories really saying people smugglers have a better fleet than they can fund?

Apparently these are “migrants” trying to cross the Channel from France to the UK and their boat is better than anything the Conservative government has to stop them.

Let’s consider the facts, as we understand them.

Tory MP Chris Grayling has paid £13.8 million to a company that has no ships, copied its terms and conditions from a takeaway firm’s website…

… has no offices and has a boss whose only previous experience of running a shipping company ended badly, to say the least.

Meanwhile, Tory MP Sajid Javid has had to call in the navy after it was revealed that he didn’t have enough Border Force ships to patrol the channel properly:

Meanwhile, Mr Javid has been stoking fears that people trying to get across the channel from France are being smuggled by people traffickers. Otherwise, he says, why would anybody want to leave a perfectly decent country like France?

Here’s one possible reason:

However, according to Mr Javid, these refugees are being smuggled in for criminal purposes.

So he’s saying that the people carrying refugees (or criminals, depending who you believe) across the Channel have ships that are not only better than Seaborne Freight – which has none – but also better than the Border Force and (so far) navy patrol ships that have been brought in to hunt them down.

Perhaps Mr Grayling should be offering them the contract to run a ferry service? They seem to have a better shipping infrastructure and he could make honest people of them.

Extra: It seems the port at Ramsgate is being dredged, in accordance with the requirements of running a ferry there – by a European firm. Make of that what you will!

Conservative economic policy is drivel

Here’s a timely reminder from Alex Little that it seems the government is trying to fool us all – yet again.

He writes: A lot of the commentary around the recent Autumn Statement has been around how the plans to move the government’s budget from deficit to surplus over the next five years will involve cuts and a rolling back of the state to 1930s levels of expenditure.

This doesn’t make a lot of sense to me, however, because lower government spending as a proportion of GDP does not mean the deficit would be lower. You can just as easily have a five per cent deficit with the government spending 50 per cent of GDP as you could if they were only spending 35 per cent. The two just aren’t related. For example, Denmark’s government spends about 57 per cent of GDP, but has a budget deficit below one per cent. The US government on the other hand spends about 40 per cent of GDP, but has a deficit of over five per cent.

Absolutely correct. And in the case of the UK, lower government spending will necessarily lead to a lower GDP anyway. George Osborne won’t tell you, but restricting the amount of money circulating through the national economy makes it much, much harder to turn a profit, therefore taxes shrink, therefore government spending has to increase – not just in relation to a lowered GDP but to cover for what they imply for the British people.

It’s probably not possible (even if it were desirable to do so) for the UK to reduce its deficit for the foreseeable future. It has a large trade deficit because countries like Germany, China and Japan have based their economic strategy on exports, so to really cut its deficit, the UK would have to rely on the private sector (households and businesses) taking on more debt. This could work for a while, but as recent history shows us, it’s not really a sustainable economic model. We would probably crash again before the budget was balanced.

This is exactly what the government is doing, though. If nobody has seen the relevant graph, here it is:

As you can see, households go from a surplus of nearly five per cent of GDP during 2009-10 to debt of almost the same amount by 2019-20.

So what is this talk of massive cuts all about if it’s not about the deficit? It’s already transparent to many, but it seems to be about ideology. Proponents of a smaller state have given up trying to argue for this on its merits and are instead trying to frighten people into accepting cuts. Will this work? I think not because even if the public did accept further cuts, it’s not a strategy that’s likely to create a smaller state, rather one with worse public services with the cracks being covered by expensive sticking plaster solutions.

We’re already seeing worse public services everywhere – most notably (or indeed, not ably) last week with the revelations about the Border Force.

What are we to conclude?

Simply that the smaller state envisioned by George Osborne means worse public services, households deeply mired in debt, and a national deficit no nearer to being cleared.

Conservative economic policy is drivel.

Home Office tried to gag borders survey – PCS Union

A joint survey we conducted with ITV News has revealed deep concerns over staff shortages at our borders, according to the PCS Union.

The Home Office had tried to prevent our members’ responses being made public by seeking a high court injunction, citing national security.

But in a special investigation aired on ITV News this evening the true picture of the “shambolic” Border Force, where morale is at rock bottom, was made clear.

In the survey 98% of respondents said there were not enough staff to check goods vehicles and freight for illegal substances and stowaways.

Almost two thirds said they had been removed from customs checks to work on passport controls, leaving a shortage of staff on customs. Of these, 80% said this happened daily or weekly.

Border Force cannot cope due to ‘crippling’ staff shortages

What are staff going to do after the Coalition government’s next wave of public service staff redundancies?

Border Force staff have told ITV News that they are unable to effectively protect the UK’s borders amid crippling staff shortages that have left morale at the agency at “rock bottom”.

They said they felt ignored and bullied into keeping quiet when they raised concerns about security.

So not only is the Coalition – Conservative and Liberal Democrat – government completely unable to reduce immigration as promised, but it has instead cut the organisation responsible for policing the immigration system until it can no longer do the job.

Theresa May will be in a proper pickle if nobody is left for her to blame.

And the government reckons there are – what? – a million or more job cuts to come?

No wonder Osborne wants to return the UK to its 1930s state.

It’s the only way the government will have a chance of performing even the most mundane functions adequately.
