Coffey shows ‘active contempt’ for rights over Disability Confident snub – Disability News Service

She’ll never support it: Therese Coffey’s record suggests she is not sympathetic to disabled benefit claimants – so why would she take on disabled workers?

Work and pensions secretary Dr Therese Coffey has shown “active contempt for disability rights” by refusing to sign up to her own flagship disability employment scheme, information released by the government has confirmed.

Here’s Disability News Service:

A freedom of information (FoI) response from the Department for Work and Pensions (DWP) has confirmed that Coffey is refusing to join Disability Confident.

DNS asked the department in the FoI request whether Coffey and 11 other current and former ministers were members of the scheme.

In its FoI response on Friday (3 July), DWP said it did not need to provide the information because it was easily available online.

It pointed to its own website, and a list of Disability Confident members, which had been updated the same day.

That list showed that all four of the MPs who serve as ministers alongside Coffey – Justin Tomlinson, Mims Davies, Will Quince and Guy Opperman – have signed up, although Quince had only done so since DNS first raised concerns in March about current and former ministers turning their back on the scheme.

But Coffey, who has been work and pensions secretary since last September and has been an MP since 2010, is not on the list, even though – like all MPs – she employs staff to assist with her parliamentary duties.

A DWP spokesperson this week refused to comment when asked why Dr Coffey had not signed up to Disability Confident, and whether it showed that she did not value the scheme, and that she did not view the employment of disabled people as important.

I think this silence speaks volumes. Don’t you?

Coronavirus: Government ‘has abandoned’ disabled people and their carers

Once again the Tory government’s behaviour betrays its real attitude to people with disabilities.

People with disabilities who rely on carers who come to their homes are being forced to make a “hobson’s choice” between their health and their care – the loss of which would also harm their health.

The government can protest all it wants that it has given guidance for the social care sector on coping with coronavirus – but this does not cover individual disabled people who use their direct payments to employ their own carers.

There are also concerns over how disabled people employing their own PAs can secure supplies of personal protective equipment (PPE), such as gloves, aprons and masks.

Disability News Service provides details of the NHS’s confused and contradictory response to one such person’s inquiries.

“She began showing flu-like symptoms this week and said she was originally advised by NHS 111 to “self-isolate”, after she described her symptoms over the phone.

“But when she explained that she relied on care workers visiting her twice daily, she was put on hold by the telephone adviser, before eventually being told that it was OK for her care workers to come in as usual, as long as appropriate hygiene measures were taken.

“She ignored this advice and is instead attempting to self-isolate without any support from care workers.

“She said the information she received could mean that other disabled people could be receiving care from a care worker who has come “directly from houses of people in self-isolation, on direct instructions from 111.”

It seems clear that the government does not have a clue about how to ensure these people get the support they need.

Worse still, This Writer is concerned that ministers may be sitting on solutions rather than putting into practice actions that might cost money.

It says everything about Tory priorities that £330 billion is splurged on policies to protect the economy from coronavirus – but the workers who fuel that economy, and people who are already suffering from long-term illnesses and disabilities, are left to choke on it.

Employers should never be allowed to dictate the minimum wage

Here’s an interesting development: Ed Miliband announced today that a Labour government would link the minimum wage to average earnings, after the Low Pay Commission proved itself woefully inadequate for the job.

Employers’ organisation the Confederation of British Industry (CBI) immediately leapt up to scream that politicians should not set wages, completely missing the point that, under Miliband’s plan, politicians wouldn’t.

CBI chief policy director Katja Hall gave verbal evidence of her inability to understand a simple issue when she told Radio 4’s Today programme: “The system we have at the moment has been really successful and that system involves the setting of the minimum wage by an independent Low Pay Commission… They have done a really good job and we think it’s much better the job is left to them rather than given to politicians.”

… Really?

The Miliband plan would not give the job to politicians. It would make the minimum wage a percentage of the average wage.

Mr Miliband said it was a “basic right” that hard work should be rewarded with fair pay.

He also took time to talk to Today, saying: “This gets at what is a terrible scandal in this country… that we still have five million people in paid work, unable to make ends meet.”

Perhaps the reason the CBI doesn’t like this idea is the fact that the average wage includes its own members’ massively over-inflated salaries. Under the proposed scheme, every increase in their own paycheques would require a similar raise for the lowest-paid workers in the country.

There is no reasonable argument against that, but it is what they are arguing against, nonetheless.

Perhaps politicians’ next target should be the CBI itself.

Coalition to impose sanctions on housing benefit

Part-time workers who are judged to be doing too little to find full-time work could have their Housing Benefit sanctioned by the government when Universal Credit comes into full force, according to Inside Housing.

The revelation is the latest in a long line of benefit betrayals to be inflicted on the poor by the Coalition government. The new development also means landlords stand to lose out.

The Department for Work and Pensions has confirmed to Inside Housing that under Universal Credit, where a tenant is working less than 35 hours per week at minimum wage and is not eligible for JSA or ESA, then the housing element can be sanctioned instead.

It seems clear that the government is determined that it should be able to take income away from everyone who is not being properly paid by their employer. Does this seem fair to you?

Under the present system, Housing Benefit is paid direct to landlords, meaning sanctions against tenants can only be applied to out-of-work benefits like Jobseekers’ Allowance or Employment and Support Allowance. The aim is to use Universal Credit to spread the threat of sanctions so that it covers people in low-paid work as well. Would you consider any government that did this to be standing up “for hardworking people”?

The article quotes a DWP spokesperson who said: “It is only right that people claiming benefits should be aware that not sticking to the rules can have a consequence.”

This, of course, assumes that a person is breaking the rules if their employer refuses to improve their working conditions… but we know that the government has altered working conditions to ensure that employers are under no pressure to do so; the benefit cap, and the one per cent limit on the annual uprating of benefits have ensured that people without jobs will become continually worse-off, so those who are in work cannot demand pay increases for fear of being handed their P45s and told that someone else will do their job for less.

Are these the actions of a government that believes we are “all in it together”?

Is this the DWP’s latest statistics fix?

According to the DWP, and dutifully repeated by the BBC, more than 3,000 people who were subjected to the government’s benefit cap have now found work.

But have they?

This statistic – and the basis on which it is worked out – seems very suspicious to us here at Vox Political. That is why this site is appealing for anyone whose benefit cap has been removed because of it to contact us with their story.

Here’s what the DWP is saying: “Over 8,000 households who had their benefits capped have since found jobs, reduced their benefit claim, or had another change of circumstance – with 40 per cent of these finding work.”

Lord Fraud – sorry, Freud… although it seems likely that he is living up to his nickname in this case – said: “It is encouraging to see that people who have been subject to the cap are moving into work, so soon after national implementation was complete.

“Our reforms are creating an alternative to life on benefits and already we are seeing an increasing number of people changing their circumstances so they are no longer subject to the cap.”

Changing their circumstances, are they? An alternative to life on benefits – or just an alternative life on benefits?

Does anybody else recall another situation in which people were advised to change their circumstances to avoid the effect of a government benefit change?

Here’s a clue: “Jobseekers on the Work Programme are being encouraged to declare that they are self-employed – when they aren’t – in order to get more money in tax credits than they would on Jobseekers’ Allowance.”

That’s right – this site reported, almost exactly a year ago (February 4, 2013), a BBC 5 Live investigation that interviewed people who “admitted they had been told to claim tax credits as self-employed people, even when they had no feasible job ideas or could not possibly turn a profit. They said they thought it was fraud.”

Let’s look at today’s figures on the Benefit Cap. The report suggests that 3,250 households were no longer subject to the cap – the magic 40 per cent who found work – because they had “an open tax credit claim”.

It would be wrong to suggest that every single one of these households had been urged to pretend self-employment, in order to avoid the cap – and thereby make it seem that the government was getting people into work, just as with the jobseekers last year. Some of them may have started their own business and some may have started working for other people.

But did they really all manage this feat, when there are five jobseekers for every available job?

It isn’t logical, is it?

That’s why Vox Political wants to hear from you if you were told to say you were self-employed, even though you didn’t have a job, in order to evade the Benefit Cap. You won’t be identified in any future article; the aim is to establish what is really going on.

It seems likely that the DWP is committing more benefit fraud than the rest of the country combined.

The great wage con is keeping you poor

Is anyone else sick of employers bleating that the minimum wage is hindering their business?

They must think we’re all stupid.

A few of them were on the BBC’s Any Answers on Saturday, saying the minimum wage keeps pay down, and that people can’t afford to go to work – especially if they live in London – because their housing costs are paid by benefits. This is nonsense.

The minimum wage is exactly what it claims to be – a minimum. And if people aren’t getting up to work for it because benefits give them more, we can see that it is not enough.

But let’s take this further: We all know that Landlord Subsidy is being restricted – especially in London, where landlords charge more than in the rest of the country. This means that people on low incomes in rented homes will be unable to pay the bills and will be forced to move somewhere cheaper (if they can find it), as intended by our extreme right-wing government.

Where are all these minimum-wage employers going to find their minimum-wage workers then?

Even that isn’t the limit of it, though. We know from such sources as the summer’s excellent Dispatches documentary on Channel 4 that employers have found ways around the minimum wage.

  • They have taken people on as self-employed contractors who are paid a flat rate for a day’s work – no matter how long that work takes – and being self-employed, these people pay their own taxes and National Insurance, and get no time off for holidays or if they are ill.
  • They have taken on workers on part-time contracts, meaning reduced or non-existent holiday and sick pay entitlements – and then boosted up their hours to full-time levels with fake ‘overtime’ offers.
  • They have employed workers on zero-hours contracts, meaning they can demand an employee’s presence at any time and make them work for as long – or short – a period as required. Again, there are no tax administration obligations, NI, sickness or holiday benefits.

The result is very nice for a government of liars such as the current Westminster administration, because it seems they have managed to increase employment (in fact the last figures showed unemployment is greater than at the end of the Labour administration in 2010, but by such a small amount that it’s not worth mentioning).

Production, on the other hand, has remained flat. If more people are in work, it should have increased.

That is how we know we are looking at a con.

If more people are in work but production hasn’t gone up, we must question the incentive for this increased employment. It has already been mentioned: The lack of holiday and sick pay entitlement, National Insurance and tax admin obligations. The larger the employer, the larger the saving – but this doesn’t mean small firms aren’t feeling the benefit.

The minimum wage worker’s income is topped up by benefits – but the government is cutting these back. Landlord Subsidy in London won’t be enough for people on the kind of contracts described here to stay in their homes, and this means a consequent job loss if they have to move out of the area.

Tax credits are being removed; child benefit restricted. Universal Credit (if it ever works) will operate in real-time, adjusting benefits to ensure that low-paid workers remain in an income trap for as long as their wages remain below a certain level.

Employers reap the benefits. But even they are being conned, because this can’t last forever.

Imagine a Britain without in-work benefits but where the living wage has not been introduced nationwide (this will be a reality in a few years, under a Coalition or Conservative government). Workers on the self-employed, part-time or zero-hours contracts described here will not earn enough to survive.

Private debt will increase exponentially, leading to increased mental illness as the stress of trying to cope takes its toll on the workforce. Physical illness will increase as people cut back on heating in their homes and food in their fridges and larders. Result: malnourishment and disease.

What happens then? It’s hard to say. It may be that employers will take on increasing numbers of cheap foreign workers – but there is already resentment at the influx of immigrants from the European Union and this could lead to civil unrest.

It seems likely that the largest firms will leave these shores. If we compare them to huge parasites – and we can – then the host will have been drained almost dry and it will be time to move on and find another to treat the same way. These are the companies who have reaped huge rewards from tax avoidance, aided by the ‘Big Four’ accountancy firms – KPMG, Deloitte, PricewaterhouseCoopers and Ernst & Young – who have been writing – into British law – ways for them to get out of paying their share.

The smaller employers might keep going for a while or collapse; it depends how much their bosses save up for the inevitable crash. Deficit financing of their business will support them for a while but, if they don’t have any ideas, they’ll go under.

All because a few very greedy people just won’t pay a reasonable amount for a hard day’s work.

They get on the media, telling us they can’t afford higher wages. In that case, why are they even in business? If they need a workforce of a certain size, but cannot pay a living wage, then they simply should not bother. All they are doing, in the long run, is contributing to a monumental confidence trick that will cause immense harm to the economy and the nation’s health.

Of course, the UK did not always have in-work benefits. People used to be paid enough to make ends meet. We should be asking why that changed and who benefits. A return to that situation would benefit the country enormously – but it isn’t going to happen on the minimum wage, and it isn’t going to happen on zero-hours contracts.

It’s time to name these firms and ask bosses who employ on these terms why those contracts are necessary and why they feel justified in the damage they are causing.

And while we’re at it, it’s time to ask our MPs why they tolerate it, too.

Are you going to let David Cameron abolish your rights without a fight?

You do realise what David Cameron means when he says he wants to re-negotiate our membership of the European Union, don’t you?

For a start, he means he wants to abolish laws that protect the human rights your ancestors fought tooth and nail to win for you.

He won’t make any deals in your interest. That’s not in his nature.

If he gets his way, you could lose the right to:

  • Written terms and conditions of work, and a job description – and the right to the same terms and conditions if transferred to a different employer.
  • Four weeks’ paid leave from work per year.
  • Not be sacked for being pregnant, or for taking time off for ante-natal appointments.
  • Come back to work after maternity leave, on the same pay, terms and conditions as before the leave started.
  • Health and safety protection for pregnant women, new and breastfeeding mothers.
  • Parental leave.
  • Equal treatment for workers employed through an agency.
  • Tea and lunch breaks during the working day for anyone working six hours or more
  • One day off per week.
  • Time off for urgent family reasons.

In addition, Cameron could relieve employeers of the legal obligation to ensure the health and safety of their workers, including undertaking risk assessments, acting to minimise risks, informing workers of risks, and consulting on health and safety with employees and their representatives. In his cost-cutting brave new Britain you’d just have to take your chances.

Health and safety representatives from trade unions could lose the right to ask employers to make changes in order to protect workers’ health and safety, and they would lose their protection against unfair treatment by their employer for carrying out their duties in relation to this.

The ban on forcing children less than 13 years of age into work could be lost, along with the limit on the hours children aged 13 or more and young people can work.

Children who could then be forced into work, regardless of the effect on their education, would have no rules protecting their health and safety, and the rules that say they can only be employed doing “light work” could also be abolished.

Protection from discrimination or harassment at work on grounds of gender, religion or belief, disability, age or sexual orientation – direct or indirect – could be dropped.

And the right of disabled people to expect their employers to make reasonable adjustments for them at work could also be abolished.

These are just your rights at work!

Cameron himself has said, as leader of the Opposition: “I do not believe it is appropriate for social and employment legislation to be dealt with at the European level. It will be a top priority for the next Conservative government to restore social and employment legislation to national control.”

And as Prime Minister: “Complex rules restricting our labour markets are not some naturally occurring phenomenon. Just as excessive regulation is not some external plague that’s been visited on our businesses.”

To find out what he meant by those words, we must turn to the former leader of the British Conservative MEPs, Martin Callanan, who said: “One of the best ways for the EU to speed up growth is to … scrap the Working Time Directive, the Agency Workers Directive, the Pregnant Workers Directive and all of the other barriers to actually employing people if we really want to create jobs in Europe.”

Of course, they distort the facts. These rules aren’t barriers to employing people at all; they are structures within which people may be employed responsibly.

The Tories want to ban responsibility in the workplace. They want a return to dangerous employment conditions, abuse of workers and the removal of any legal protection from such abuse that they may have.

They will tear apart your rights at work.

So, if you are living in the UK and you’ve got a job, please take a moment to consider what this means for you. You might agree with the Coalition on its benefits policy that has led to thousands of deaths of sick and disabled people; you might agree with its bedroom tax and too-low benefit cap that has led to a rapid rise in debt and homelessness among the unemployed and those on low wages.

But now you know they’re coming for you, too.

What are you going to do about it?

Are you going to sit on your thumbs and do nothing – just meekly wait for them to rock up and tell you they’ve abolished all your rights at work and you can now go and slave for them in appalling conditions with absolutely no legal protection at all?

In other words, when it’s you that’s threatened, are you going to let it happen, just like you let it happen to the sick, disabled, unemployed and low-waged?

Or are you going to take action and make a difference?

It doesn’t take much. You could write to David Cameron and to your MP at the House of Commons. You could email them – just look up the addresses on They Work For You, or you could add your name to the letter being created by Unions Together. Yes, I know Mr Cameron says the unions are a bad thing, but in this case the enemy of your enemy is your friend.

As the leader of the European Parliamentary Labour Party, Glenis Willmott MEP, says: “Our rights at work are not ‘red tape’ to be slashed away. Don’t let Cameron and the Tories get away with this great European scam.”
