Housing benefit bombshell has been building up for decades

Why are we being asked to believe it is such a surprise that the number of working people who have to rely on housing benefit has doubled in the last five years – at huge cost to the taxpayer?

It is all part of the “long-term economic plan” that the Conservatives keep mentioning, every chance they get.

That plan is to provide government support to major employers and to private landlords rather than the people who need it.

We know that the Conservatives have spent almost 40 years working to undermine working people, with policies designed to increase financial insecurity among those who have to work for a living. For example, the humbling of the unions ensured that increasingly meagre pay settlements would contribute to an ever-widening gap between the lowest and the highest rates of pay. Huge amounts of wealth have been transferred from the masses to an ever-smaller ‘elite’, guaranteeing their support for the Tories.

Ever-diminishing pay and rising living costs have meant that increasing numbers of people have had to claim benefits, even though they have been in full-time work. Again, this attacks people on low and middle incomes, rather than those who are paid the most; people in the highest tax brackets have been able to take advantage of legal tax avoidance schemes, some of which have been created by the current Chancellor, George Osborne. That has left those on lower pay scales to subsidise housing benefit through the taxes they pay – another drain on their resources.

Depressed rates of pay for those in work have necessitated government action on benefits for the unemployed, in order to justify claims that the Coalition has been “making work pay”. This has meant below-inflation increases in out-of-work benefits that have made them inadequate to cover living costs, forcing the unemployed to face the possibility of losing their homes and possessions to the bailiffs as their debts mount up. In order to avoid this, they find themselves forced to accept work at ridiculously low rates of pay, if they can find it.

This in turn has made it possible for employers to refuse calls for pay increases – anyone making such a request may be told that an unemployed person would happily do their job for even less – and so the wheel turns back to its starting point and the cycle begins all over again.

A consequence of all this is that private landlords benefit from increased inflows of housing benefit into their pockets. The law allows them to increase their rents in line with the going rate, with no reference to tenants’ ability to pay; housing benefit is then used to help tenants achieve that amount, but it is the landlord who benefits from the increase – not the tenant. These are people who are already, by definition, well-off – otherwise they would not have been able to buy the property and make it fit to rent out.

The Conservatives’ “long-term economic plan” is to leech wealth from anybody poorer than them and create a new feudalism, with themselves as lords and everybody else as vassals, only able to make a living under conditions granted by the moneyed few; a modern slave-state.

According to The Independent, the cost to the taxpayer of in-work benefits will be £6 billion by 2018-19, nearly triple the £2.2 billion it cost in 2009-10. LabourList reckons the total cost of in-work poverty by 2019 will be more than double that amount, at £12.9 billion.

The total cost of housing benefit has already almost tripled, from £8.8 billion in 1990 to £24.4 billion now – despite the apparent efforts of Iain Duncan Smith’s Department for Work and Pensions. This is because all their cost-cutting efforts have been about finding ways of denying the benefit to people who deserve it.

Helping people earn enough to obviate the need for housing benefit runs contrary to the “long-term economic plan”, you see.

And what do you think this says about where the benefits of economic growth are going?

The Independent article states that the Department for Work and Pensions has claimed the number of unemployed housing benefit claimants has fallen since 2010, arguing that it is better for people to be employed, paying taxes and contributing towards their rents than to be “languishing” on out-of-work benefits, living on government payouts.

Technically, this may seem like a good argument. The minimum wage for full-time work is £11,700 per year, more than the increased tax threshold introduced by the Coalition government – but this means that, with Income Tax at 20 per cent, a full-time worker would lose one-fifth of everything earned above the £10,000 threshold, passing just £340 on to the government. They are likely to receive more than that in housing benefit. And the level of pay is still a pittance.

Worse still, a drop in the number of unemployed claimants does not mean they have all found jobs. Some will have been pushed off the system by the Bedroom Tax, which has made it impossible for some households to meet their rent commitments.

And there is no guarantee that the extra working people are paying taxes either – they might be self-employed (or claiming to be self-employed – see earlier VP articles on the subject) who are not earning anything like enough money to provide for themselves; they might be on zero-hours contracts – technically in work but on health-endangering wages; they might even be on a government-mandated Workfare scheme, in which case their only pay will be state benefits.

Mark Harper, Minister for Disabled People, claimed that the Coalition government had taken action to get the system under control by capping benefits “so no family can claim more than the average family gets by going out to work and we’ve put an end to unlimited housing benefit”.

He added that Labour voted against the cap, and against a general limit on benefits.

But this is disingenuous. The Tory/Coalition benefit cap was set at a level more than £5,000 below the income an average family receives – because it didn’t take into account what such a family would get in benefits! It seems likely that level was pegged lower because the Tories realised that a cap at the proper level would mean almost nobody would be disqualified from receiving benefit.

Harper’s claim that the system under the previous Labour administration “saw some people claiming £104,000 a year,” is also disingenuous as it related to a handful of people in specific circumstances. None of them are receiving anything like that amount now, and it is unclear whether this had anything to do with Coalition policies.

Labour, on the other hand, has hit the nail squarely on the head by pointing out that the rise in benefit claims is entirely due to the Tory-led Coalition’s failure to tackle low pay, insecure work and the cost of living crisis – although the opposition party stopped short of actually claiming that this was the plan all along.

The party has said that, if elected into office, it would build more homes and cap rents, easing the excessive demand that has made it possible for landlords to demand more and preventing abuse of the rental market.

Labour would raise the minimum wage and introduce contracts for the living wage – at which an employee earns enough not to need benefits – wherever possible.

Both sides are treating housing benefit like a disease.

The difference is that the Conservatives want to cure it by attacking the victim, while Labour want to attack the cause.

Who will ‘Help to Work’ really help?

The government’s latest draconian measure – to drive people who have been living off the state for more than three years into all the nonexistent jobs that ministers insist are waiting for them – was launched today. (Monday)

Help to Work forces jobseekers to sign on every day, commit to six months of voluntary work, or sign up to a training scheme (the last two effectively removing them from the government’s unemployment figures without getting them a job) – or face having their Jobseeker’s Allowance docked for increasing lengths of time.

It’s clearly a scam to fiddle the joblessness statistics but, dear reader, you’re intelligent enough to have worked it out before you even started reading this.

Of course, voluntary work must be offered without coercion – otherwise it’s slavery – and for this reason leading charities have already announced that they will boycott the mandatory work placement part of the scheme.

Particularly disturbing – and we should be grateful that they highlighted this – is the fact that this aspect would lead to jobseekers doing more than double the 300-hours’-maximum community work than convicted criminals, who are ordered to carry out certain tasks as punishment for their offences.

The Guardian used the government’s own data to prove that Help to Work does not increase anybody’s chances of getting a job, and is more likely to put people off signing on for the benefits to which they are entitled – a ‘punishment’ effect that the government is desperate to play down.

Esther McVey, speaking on Radio 4’s Today programme in support of the scheme, said instead that it would be particularly useful for “people who have been away from the marketplace and the workplace for long periods of time”, and specifically mentioned those suffering from mental illness.

All right then, let’s ask this:

How well would this scheme fare in trying to find a job for a man aged 60 with no academic qualifications worth mentioning (left school at 14 and has lied about further education achievements), whose working life consists of a failed Army career that lasted less than six years, followed by irregular stints selling arms, working in a property company and selling gun-related magazines, in between periods on the dole. He has been funded by the taxpayer continuously since 1992 – a total of 22 years ‘parked’ at our expense. There are concerns about his state of mind, with fears that he suffers from paranoia and delusions.

Could Help to Work really find a job for a man like this?

Let’s hope so – because, if there’s any justice, Iain Duncan Smith will be looking for a job after next year’s general election.

How can a company that has discriminated against the disabled be ‘DisabilityConfident’?

Here’s a mixed message:

The Conservative-led Coalition government wants us all to believe that the number of disabled people getting support to get or keep a job is rocketing.

But the businessman it is using to front its PR campaign founded a company that has been convicted of discrimination against the disabled in the recent past.

According to the government’s press release, Sir Stelios Haji-Ioannou, the founder of Easyjet, said: “Already over 100,000 disabled entrepreneurs employ an equivalent number of people in their business start-ups.

“I encourage disabled people out there who have a germ of an idea for a business, but are unsure of how to go about it, to take advantage of the support the government has on offer to help you make your business fly.”

But in 2011, EasyJet told a boy with muscular dystrophy that he could not fly – because his electric wheelchair was too heavy for baggage handlers.

And in 2012, Paralympics presenter Sophie Morgan received similar treatment.

It seems, if you are disabled, EasyJet’s business has been to keep you on the ground.

The government reckons the number of people using its Access to Work scheme has risen by more than 10 per cent, to 31,230 – and has claimed that disabled people are moving into jobs, training or work placements at a rate of more than 100 every working day.

But the press release does not elaborate on how many of these jobs are permanent, how many are merely temporary placements, how many are self-employment start-ups that will receive funding for a short period and will fold when the grants run out, and so on.

Apparently it is all part of a campaign launched by David Cameron last year, called DisabilityConfident.

From what’s on show here, it seems disabled people have precious little reason to be confident.

Shame on you, Job Centre! Getting people off the dole isn’t getting them into work!

One of Vox Political‘s many astute commenters made an extremely good point about government schemes to get people (a) off the dole and (b) into work. They said the fundamental question we should be asking the DWP is: “How many people have you turned into productive taxpaying workers who do not claim any benefits at all?”

It is as though they were prescient and could predict the way the debate has developed this week, firstly with the bogus DWP press release that has allowed some of us to suggest that we should judge the DWP by results, not targets; and now with the declaration by the Commons Work and Pensions committee that Job Centre Plus staff should be rewarded for the number of people they get into work, not just the number they get off the dole.

It seems this is an idea whose time has come.

Employment minister Esther McVey’s time – like that of her boss Iain Duncan Smith – has been and gone. Do not expect her to do anything about this.

Job Centre staff are currently given incentives to get benefit claimants off the dole, and this has led to wholesale abuse of the system of sanctions which can mean people are banned from claiming benefits for three whole years after a third ‘offence’.

People have been sanctioned because the dates on which they applied for jobs did not tally with the number of jobs they were supposed to seek every week – as the Job Centre week starts on Tuesday.

They have been sanctioned for arriving late at their signing-on appointment – because a job interview overran.

They’ve been sanctioned because they didn’t apply online for a job, as advised, because the job had ‘expired’.

They have been sanctioned while on Workfare because signing on – as advised by the Job Centre – made them late for the placement.

They have even been sanctioned for failing to apply for jobs, after they had succeeded in getting a job.

The Work and Pensions committee has diplomatically described this as a “haphazard” approach to assessing claimants, saying many were referred for sanctions inappropriately, or “in circumstances in which common sense would dictate that discretion should have been applied”.

Common sense has no place in a Job Centre overseen by a Conservative-run DWP. The people who work there are under the cosh, just as much as the claimants. They have a target to meet – five per cent of jobseekers off the books every month, unless I am mistaken (perhaps readers could provide the correct figure if I am).

Sanctioning rates in the year to October 2012 stood at 4.2 per cent, so staff were failing to hit this target – but after a sterner regime was introduced in that month, sanctioning increased to five per cent.

The system has been particularly cruel on younger claimants. In the year to October 2012, the sanction rate for those aged 18-24 was eight per cent, per month.

The number of sanctions in the year to 30 June 2013 was around 860,000 – the highest number in any 12-month period since statistics began to be published in their present form in April 2000.

The committee also said the DWP needed to monitor financial hardship suffered by claimants who lose their benefits. This could include publishing information on the number of claimants “signposted” to food banks by Job Centres and the reasons given for this action.

It is as if Dame Anne Begg (who chairs the committee) has been reading this blog. Readers will know that part of Vox Political‘s Freedom of Information request about incapacity/ESA claimant mortality referred to the well-being of those who had been thrown off-benefit altogether.

I can tell you now that the DWP does not monitor what happens to these people, nor does it have any plan to do so in the future. They are thrown to the wolves.

Dame Anne was quoted in The Guardian, saying: “JCP must be very clearly incentivised to get people into work, not just off benefits.

“The processes by which JCP currently establishes claimants’ needs are haphazard and prone to missing crucial information about a person’s barriers to working, including homelessness and drug dependency. A more thorough and systematic approach to assessing claimants’ needs is required.”

She added: “Whilst conditionality is a necessary part of the benefit system, jobseekers need to have confidence that the sanctioning regime is being applied appropriately, fairly and proportionately and the government needs to assure itself that sanctioning is achieving its intended objective of incentivising people to seek work.”

This is exactly what Vox Political has been saying since Rachel Reeves described Labour’s compulsory job guarantee policy on finding work for claimants, last week. Reeves’ words were derided by visitors to certain blogs who said she was as bad as the Conservatives. Now that some flesh is appearing on the bones of her strategy, we can see that this was undeserved.

According to the BBC, ministers cited the recent fall in unemployment to say the system was working, but they failed to mention what their intention was.

Was it working in getting people into jobs?

Or was it only working in getting people off-benefit, as claimed by the committee?

If people were going into jobs, were they real jobs, or fake “self-employed” jobs of the kind that the BBC itself investigated last year, intended only to get claimant numbers down?

What about the rise and rise of Workfare schemes, in which claimants are knocked off the unemployment statistics but continue receiving an equivalent amount to JSA – from the DWP – for a full week’s work, effectively subsidising commercial firms?

It seems likely that ministers will be reluctant to answer those questions.

While institutions like the BBC are determined to broadcast inaccurate stories based on falsified figures supplied by those ministers, it seems they have no incentive to do so.

Grayling’s work placement gravy train rolls on – YOU get nothing

What do you do with a policy that has caused misery for thousands, has harmed the job market, removed jobseekers from work experience that would have led to a decent job and forced them to stack supermarket shelves instead, and actually had a judicial review held against it?

If you’re Chris Grayling, you roll it out in 16 London boroughs – all notable for being sites of the summer riots in 2011.

According to the Evening Standard, Mr Grayling plans to force young unemployed Londoners aged 18-24 to work in charities or care homes for 30 hours a week, while spending another 10 hours a week searching for a proper job, for a 13-week period. The policy will be applied to everybody who has spent less than six months in employment since leaving education; if they don’t agree to it, they’ll lose their £56-per-week Jobseekers’ Allowance.

He denied it was “slave labour” – the common nickname for the Work Placement scheme – instead claiming it would help young Londoners improve their career prospects.

I wonder what it will do for the prospects of people living in care homes who’ll have these inexperienced youngsters put in charge of them. It’ll probably make Winterbourne View care home look civilised – and through no fault of the youngsters being forced to do the work.

Mr Grayling also said it was reasonable for youngsters to be asked to give something to the community before the community gives anything back.

This might be a valid argument, but let’s ask one vital question: Who really gains from these work placement schemes?

The youngsters don’t – all they get is £56 per week and the loss of time that could be spent in voluntary work that will lead to a proper job.

The economy won’t – the jobs these young people will be doing should have proper wages, contracts and conditions of employment attached. This would pump money into the national economy and might actually help get Britain working properly again, but instead we’re seeing a silly publicity stunt from the government.

And the taxpayer won’t benefit either – because the government is using our tax money to fund the scheme. We’re paying for these youngsters to work for organisations that should be offering proper employment to people instead. And if you think all we’re paying is £56 per week, per jobseeker, think again!

If this system is anything like Welfare to Work (and I think it is), then each jobseeker will be sent to a placement by a provider – a private company employed by the government to shoehorn them into a placement. These are the people who will benefit from this scheme. It’s another backhander for Grayling’s fat-cat business buddies.

According to a commenter on my Facebook page (the ‘like’ button is at the top left of this page) “The WTW provider gets a £600 attachment fee. They also get paid fees for “providing support” i.e. bulllying her into doing what THEY want. Later they get an “outcome fee” for making her stay in the minimum wage job of their choice. If she finds something with no help from them, they still pocket the dosh. If she finds training other than their useless ‘courses’ she gets rewarded with a sanction (benefits withheld indefinitely) to ensure compliance.”

Is the reasoning behind this starting to make sense now?

The comment continues: “The job centre sent me to work (unpaid, natch) as a learning support asst with pre-ESOL classes. Six months later the college offered to fund my teacher training. Jobcentre promptly ordered me onto Work Programme. I now belong to Maximus [this will be the WTW provider] for two years. They told me to dump teaching plans and do contract cleaning. I dumped Maximus instead. Now I’ve been sanctioned. The Prime Minister goes on about literacy (which I also intend to teach) but is willing to keep throwing money into the WP to use the unemployed as a commodity. Maximus get to keep the attachment fee, by the way.

“The reason given [for the sanction] was ‘you had opportunities’ meaning the useless, unaccredited courses at À4E. I found a part-time job to help while training and the college want to pay my fares. The jobcentre seems to be under pressure to send people on WP. The Govt line is that the WP is for the ‘feckless workshy’ and the press seems to be colluding in this.”

That last comment is particularly telling, as there’s no mention of any of this in the Standard’s article.
