I think it highly unlikely Mike, they have ensured the governments arse is well covered!

This government should remember that it won’t be in power forever, and when it leaves, the new government may use it’s own laws against it. Also if you stifle protest, it builds up until it explodes, as Mubarak found out. Far better to allow small protests then to face big out of control ones, for the same reason that noone plugs up their kettles when they boil water.
