I thought some time ago that I read Jack Straw when he was Home Secretary had introduced a bill to stop children in care from reporting abuse ,but on reflection it could have been the Gagging Order on Operation Ore .Obviously more research is needed to completely clear this matter up because others have voiced the same opinion
