There is no ban on landlords demanding large upfront rent payments from tenants in the new Renters Rights Bill, so is Labour breaking its election promise to private renters?
It seems so.
And, in typical StarmerLabour style, the party seems to be in denial about it, claiming that measures in the Bill will protect tenants from being charged several months’ rent in advance at the start of their contract.

It is believed that ministers think a measure that has made it into the Bill – overhauling rental contracts so they are on a rolling one-month basis, rather than fixed term – will stop landlords from asking for more than three months’ rent in advance.
Three months’ rent is still a lot of money. This Writer would not be able to pay as much, if I had to find another home at short notice.
And a BBC report seems to suggest that ministers are aware of concerns by organisations including homelessness charity Shelter – and are considering more overt changes (although this could be just another Labour lie; we’re getting used to them now).
One has to wonder what goes through the minds of ministers and their legal experts when these Bills are being drafted. Do they never think to check what they’re planning with people who work on these subjects in the real world?
Failure to convince industry experts will seriously undermine faith that Starmer’s party has any intention of ending homelessness, which was a major pillar of his offer to voters in July.
And after three months of disappointments for the voting public, that will be a disappointment that Starmer could ill-afford to make.
Perhaps matters will be clearer after today’s (Wednesday, October 9, 2024) debate in the House of Commons) – but This Writer doubts it.
I look forward to a further wave of outrage over broken promises tomorrow.
