Former Tory Cabinet Minister Oliver Dowden’s question on National Insurance received a perfect answer when he asked it in the House of Commons this week.

It’s a perfect answer because it puts the Tory right where he belongs – being responsible for creating all the problems that Labour must now try to solve.
But on another level, it’s not so good. As the clip’s narrator says, it’s very much a “Westminster bubble” answer. It doesn’t actually inform members of the public who might be watching in the hope of hearing information they need to know.
Businesses who are having to accommodate the new rules on National Insurance may well be looking for a way to do so without squeezing wages, raising prices or otherwise discombobulating the workforce or their customers, but they would have had scant help here.
Is it because Labour doesn’t have an answer?
